Yes. Replace the slices with the 27 EU member states if that is what your lesson covers, and the wheel will only pick from those.
How do I give each student a different country?
Turn on "Remove winner after spin" so each country drops off the wheel once drawn. A class of thirty then gets thirty different countries in thirty spins.
